It wouldn't really be a locution; is the adjective 'good' ("positive, empathetic, pleasant") for the noun 'wave' which figuratively is "attunement, communication, vibrate, connection". It is understood as something or someone with whom we have or can have an affinity, and although it has use in many circumstances they all have this same origin.
